Vehicle Maintenance Policy and Procedure

 

Safe travel is the highest priority in the provision of d@rt services.  TSPs and individual drivers must at all times ensure that vehicles are safe and fit for purpose.  CPVV regulations require that CPVs are serviced regularly by a qualified professional and that servicing and repairs are undertaken in line with the manufacturer’s requirements.

TSP and individual driver contract clauses deal with roadworthiness and maintenance of vehicles (clause 4.2 of the TSP and Individual Driver contracts).  The clauses require vehicles to be inspected annually by a licensed vehicle tester and a RWC provided to d@rt within 5 business days of being obtained.

As d@rt will have information about each vehicle’s roadworthiness and timing of inspections, d@rt will print off an exception report each month which will identify vehicles that are scheduled to be inspected during the following month, and notify TSP and/or individual drivers, reminding them of their inspection and RWC obligations as per their contract.

If a copy of the RWC is not provided to d@rt, or if the vehicle fails its annual roadworthiness inspection, d@rt will suspend the vehicle from being operated.

Before the commencement of service on each day:

(a) each non-bus vehicle used for the provision of d@rt services must be inspected using the Pre-Trip Safety Procedure for vehicles other than buses.  A different pre-trip vehicle safety inspection procedure can be used if agreed with d@rt prior to use.

(b) each vehicle that is a bus used for the provision of d@rt services must be inspected using a pre-trip checklist and recording system of a format approved for accredited bus operators.

A record of these pre-trip inspections and other maintenance inspections must be maintained by the TSP or individual driver as evidence of compliance in a format that can be promptly supplied upon request by d@rt or a regulator such as police or CPVV.

A TSP or individual driver will comply with any requests by d@rt for information or documents to demonstrate that they are complying with their vehicle maintenance obligations under the relevant agreements or this policy.

Enforcement

d@rt reserves all its rights under its agreement with a TSP or individual driver to cancel their access to the d@rt Services or terminate the relevant agreements.

d@rt Vehicle Maintenance Procedure for TSPs and Individual Drivers

To manage the risk of poor vehicle maintenance, the following procedures will apply.

Vehicles are to be inspected annually for roadworthiness by an appropriate licensed vehicle tester and maintained in a safe, roadworthy and good operating condition.  A copy of the annual certificate of roadworthiness must be forwarded to d@rt by email (admin@dart.org.au) within 5 business days.  If a copy of the certificate of roadworthiness is not provided to d@rt, or if the vehicle fails its annual roadworthiness inspection, d@rt will suspend the vehicle from being operated.

Before the commencement of service on each day:
